He was most likely a subject of Biryawaza, king of Dimasqu (Damascus), during the troublesome period in which the northern Palestinian rulers of Amurru and Qadesh attacked the southern Palestinian regions on behalf of the Hittite empire. In EA 201, 202, 203, 204, 205 and 206 six local rulers (mayors) declared their readiness to support the intervening troops of the Egyptian King. Abdi-Milki was one of those mayors, as mentioned in EA 203.
